ついでにお願いですが、ChangeLog は、普通の ChangeLog 形式 (というのだろ
うか？) でお願いします。emacsen だと、たとえば fuga.c の hoge() を編
集中に C-x 4 a (= M-x add-change-log-entry-other-window) とやると自動的

みたいにしてくれます。特に設定していなければ、

(setq user-full-name "Kazuhiko")
(setq user-mail-address "kazuhiko@xxxxxxxxxx")

あたりの設定を使ってくれます。

GNU Coding Standards にも (M-x info の中に入っているはず)、

   The easiest way to add an entry to `ChangeLog' is with the Emacs
command `M-x add-change-log-entry'.  An entry should have an asterisk,
the name of the changed file, and then in parentheses the name of the
changed functions, variables or whatever, followed by a colon.  Then
describe the changes you made to that function or variable.

とあります。
